Regional Technical Referent - BIOMED

    Rationale/Objective for position

    As the primary focal point in his/her area of specialization, applying his expertise to field projects and providing strategical technical support to coordination and field teams in the countries in his/her region according to MSF policies, guidelines, and procedures in order to support the broader operational objectives of the mission.

Tasks & Responsibilities

Generic Job Accountabilities:

  • At the request of the coordination teams and based on the terms of reference established by its Logistics Coordinators, conducting assessments in the countries of his/her region. Proactively developing and proposing overall field visit schedules and suggesting any relevant changes based on operational needs
  • Liaising with the Technical Advisor in HQ, contributing in defining and improving the policies related to her/his area of specialization by providing feedback based on his/her experiences. Providing recommendations for program as well as broader operational objectives, its implementation or improvement, according to MSF policies, guidelines, and procedures
  • Providing technical support to the Logistics Coordinators in her/his geographic area, when necessary, with help from the Technical Advisor located in the HQ
  • Monitoring the implementation of the ensuing technical projects related to his/her area of expertise for the countries of his/her region and conducting on at least an annual basis, an analysis of the project components related to her/his speciality 
  • Developing network and knowledge of local actors in his/her geographical area, related to his/her area of expertise (institutions, training centres, suppliers etc., as relevant)
  • At the request of the training managers, contributing to the definition of training content generally related to his/her area of expertise and facilitating the sessions
  • Implementing all new policies, procedures, deployment of equipment, etc. regarding his/her area of expertise in the countries of his/her region
  • Drafting visit reports and annual activity reports
  • When requested, participating in emergency operations in her/his geographic area

Job Accountabilities  –  Field Focus:

As a position hosted in the KO support Hub, the RTR:

  • ollows the internal regulation and rule set by the mission for international mobile staff
  • Reports on activities and movements while in Kenya to the Logistic Coordinator
  • Advise the LogCo on decision-making related to his biomed concerns when needed

As a member of the biomed support team, and under the functional supervision of HQ Biomed Advisor:

  • Validating service providers and product-supplier couples in Kenya (medical devices and spares)
  • Building expertise and is the focal point for one or more area(s) within Biomed (e.g. lab equipment)
  • Organizing and facilitating trainings to MSF staff, priority being trainings organized in the region
  • Providing second line expert support to missions in his/her portfolio
  • Updating documentation and Logistics Expertise Website as required
  • Supporting and/or leading on MSF tool updates.

Disclaimer:

  • The position is the first of its kind in the field for the OCA, and it is created for a duration of 1 year to start
  • The position is based in Kenya, and supports the OCA missions in region (i.e. Ethiopia, South Sudan, Sudan, Somalia and DRC)
  • A double reporting line exist between the Logistics Coordinator of the Kenya Office Mission (line) and the Biomed Advisor in the HQ (functional). As this is a pilot of the new position, the Head of Technical Logistics of the OCA will support the LogCo during this pilot phase.

Position based in Nairobi with frequent travel to missions and headquarters (50% approx.)

Qualifications

Fixed Requirements:  

Education

  • Essential degree and Specialization on area of expertise

Experience

  • Experience at international NGO field projects is required, MSF experience is a plus
  • Significant professional experience (at least 2 years) in her/his specialty area is required
  • Good command of project management and management and training-related knowledge

Language

  • English, local language desirable

  Computer Literacy

  • Degree in Biomedical Engineering/Technology, Electrician, Electronics, Electromechanics

  • Able to evaluate the proper maintenance of the biomedical equipment
  • Able to set up preventive maintenance procedures
  • Able to maintain the standard equipment with the aid of external documentation and support if necessary
  • Able to evaluate the environmental and electrical safety of biomedical equipment

Electricity

  • Able to design a source (generator), a distribution system (circuit) and a protection system (circuit breaker, differential)
  • Know how to ensure the safety of a small existing installation (office, house) (insulation, earthing, differential, limiters, stabilisers, lightning protection)
  • Able to set up backup systems in terms of continuity of energy
  • Able to repair, alter or replace defective parts in a simple domestic circuit
  • Able to provide follow up on maintenance of all types of moderate‐sized infrastructures
