Main Purpose

Organizing and ensuring medical consultations to the target population providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures and the universal hygiene standards in order to guarantee quality and efficiency of the service provided.

Accountabilities

  • Ensuring the implementation and standardization of MSF clinical policies, tools, and hygiene protocols in order to minimize clinical risks and to guarantee the quality of patient care management. Promoting and maintaining confidentiality regarding all patient cases and records 
  • Implementing diagnosis, prescription and prevention procedures that fall under the scope of his/her competencies applying medical knowledge, asking appropriate questions to patients and following protocols in force as well as using laboratory services when necessary, in order to ensure a correct implementation of the medical treatments and to refer patients when appropriate. 
  • Participating in the planning and supervision, in close coordination with other supervisors, the HR processes (sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team in order to ensure both the sizing and the amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols.
  • Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service. List item  

o    In cases of emergency, carrying out first aid care and treatment according to protocols in order to reduce mortality rates 
o    Recording in the individual patient’s card and registration books, all performed medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc.) keeping data traceability in order to ensure patients treatment continuity. 
o    Participating in data collection and reporting when required 
o    Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions. 
o    Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.


 

MSF Section/Context Specific Accountabilities

1. Quality Health Care Services

  • History taking, physical examination, ordering appropriate laboratory investigations and make appropriate diagnosis.
  • Promote rational drug use through use of MOH treatment guidelines.
  • Champion TB case finding and key GBV services in ER and OPD.
  • Ensure that all required observations and vitals, prescribed treatment and procedures are carried out and documented on patients’ record
  • Boost patient experiences, including counselling and sensitizing patients through health talks preventive and promote health.
  • Embrace, learn and develop in an evidence-based medical system.
  • Consistent track record to work and deliver results with minimum supervision.
  • Systematically checking vaccination status in all children admitted
  • Measuring the vital parameters of all patients: temperature, heart and respiratory rates, blood pressure etc.
  • Participate in the on call duty departmental bi-monthly -rotation as organized by the medical responsible, including regular night and weekend shifts.
  • Participate in mortality review of all mortalities occurring in the department you are assigned.
  • Support and monitor the clinical and nutritional conditions of the children in the therapeutic feeding program when on call.
  • Participate in medical procedures as and when necessary and provide required care for medical patients in your jurisdiction.
  • Advising patients on basic hygiene measures and on what to do if the symptoms become worse
  • Explaining the treatment to patients and the importance of following them correctly

2. Daily rounds and on call rounds

  • Thorough assessment of all inpatients on a daily basis to monitor progress or lack of. Difficult cases / static cases discussed with the MD.
  • Ensure that the right diagnoses for each patient are recorded on the patient’s card/chart.
  • Write a clear discharge summary and plan in the discharge card.
  • Discuss with the MD and CL all difficult cases that are beyond your management scope for assistance or any necessary supports.

3. Training role and supervision

  • Provide supportive supervision of the other less skilled medical staff working with you and ensure that MSF protocols are being followed in every procedure.
  • Provide ongoing training/coaching to the medical staff working in the MSF health facility
  • Attendance of trainings is mandatory to ensure continued medical education.
  • Flexibility in terms of change in rosters and duties is expected
  • Perform other task delegated by the line manager.

4. Other responsibilities:

  • Take active part in all the staff health activities and inform the project staff health responsible about case beyond your management scope
  • Support in the monitoring, collating, analysis and reporting of medical/drugs consumptions if requested by your line manager
  • Provide ongoing training/coaching to the medical staff working in the MSF health facility.

 

REQUIREMENTS

    Education

  • Have a valid degree / diploma and official registration as a Clinical Officer valid in South Sudan.

    Experience

  • Desirable: Previous clinical supervision experience of at least one year, For OCA
  • Essential: Two (2) years of relevant working experience

    Languages

  • Essential local language and English (written and spoken) 

    Knowledge
