Médecins Sans Frontières (MSF) has been operating in what is now South Sudan since 1983 and MSF Holland currently provides medical assistance in three projects in the country: in Bentiu and Leer in Unity State; and Lankien/Pieri in Jonglei Stat

Main Purpose/Job Summary

Responsible for maintaining and monitoring all IT and Telecom equipment and services at the Lankien health facility, with remote support and regular visits to the Pieri health facility. Provides technical support, user training, and manages ICT assets in line with MSF standards and procedures, ensuring efficient use of infrastructure and accurate inventory records.

Accountabilities

General Accountabilities :

  • Monitor, maintain, and support all IT and Telecom equipment and services, ensuring compliance with MSF standards and protocols. 
  • Implement and improve data security measures, including backups, firewalls, user access, and system protection to ensure data integrity and operational continuity.
  • Provide technical support to all users and advanced assistance to logistics staff; escalate complex issues to IS Specialists.
  • Deliver user training, briefings, and ongoing support, with specialized training for logistics teams managing IT and Telecom systems.
  • Prepare regular activity reports and update ICT documentation in line with MSF guidelines.
  • Plan and conduct site visits to ensure effective implementation of IT and Telecom services and perform additional tasks as assigned.

Specific Accountabilities:

  • Provide first-line IT and telecom support, troubleshooting hardware and software issues.
  • Maintain and monitor network connectivity, including LAN equipment and cabling.
  • Manage data backups, antivirus updates, and security protocols. 
  • Keep accurate inventories of ICT equipment and coordinate asset replacements. 
  • Assist in preparing budgets and support procurement processes.

Requirements

Education:

  • Desirable Bachelor’s degree in IT, Computer Science, Information Systems, or a related field.
  • Essential secondary education and formal technical training. Certifications in the domain would be an asset.

Experience

  • Preferably, 1-2 years of proven work experience in IT or technical functions

Languages

  • Essential:Proficiency in English, the mission’s working language. Good command of English, particularly ICT-related terminology.

Knowledge

  • Expertise in the latest versions of Microsoft Operating Systems and business applications (Office 365).
  • Solid understanding of networking protocols such as TCP/IP, LAN, and WAN.
  • Strong knowledge of computer hardware, maintenance, network, main email systems, IT security best practices, and IT service management tools.
  • Experience configuring and setting up networks for desktops, laptops, and peripherals.
  • Basic understanding of radio telecommunication concepts including HF, VHF, GSM, and Satellite communication.
