Main Purpose

You are responsible for specific expertise and strategic specialized support based on needs above and beyond normal capacities in country programs, implementation of MSF policies, guidelines, systems and tools, by providing hands-on assistance and improving capabilities and performance of country program staff.

Accountabilities

  • Mission focal point to the HQ ICT support team.

  • Assist with setup and installation of ICT and communications equipment, monitor usage and inventory lists, coordinate external maintenance and servicing when necessary and ensure best practices for ICT and Communications equipment.

  • Support and train logistics, at project level and coordination to ensure understanding and adherence to policies, best practices and procedures.

  • Direct supervision and support of the Coordination Information Systems Specialist with regular meetings and planning for activities.

  • Replacement of support activities during absence of Coordination ICT responsible.

  • When requested, supervise and implement ICT activities, and in the event of major technical problems, inform the line manager, in order to actively propose a solution.

  • Carry out technical evaluations of all ICT installations including, drawing up the necessary documents (contracts, etc.) in order to ensure technical implementation and servicing at both coordination and field level.

  • Assist, in collaboration with the LogCo/Dep LogCo in drawing up procurement orders for local and or international orders. Identify potential local providers in order to ensure timely and quality maintenance activities and purchase of IT assets.

  • Communicating with and outsourcing suppliers for technical support, training or servicing of equipment.

  • Review and analyze ICT and communications reporting at project level and complete mission level ICT and Telecommunications reporting in the LRS. Conduct trip reports and give feedback to projects and LogCo/Dep LogCo.

  • Support Supply Managers with technical input concerning procurement (e.g. specifications and item codification), storage and other supply processes, in order to ensure smooth supply operations.

  • Regular visits to projects to provide support, in terms of training, maintenance, installations and follow up.

  • Responsible for briefing of incoming International Mobile Staff on the ICT policy and the use of ICT and Communications equipment in the mission.

  • Manage the UniField User Rights Overview as directed by LogCo/Dep LogCo.

  • Perform any other relevant tasks assigned by his/her supervisors as necessary.

MSF Section/Context Specific Accountabilities

  • You provide hands-on specialised ITD expertise and support to the country program.

  • You bring staff in the country of operation to a higher level of understanding and execution with your deep expertise in ITDCD domain, by organising Q&A sessions and webinars, and providing on-the-job advice. You advise users on the relevant solutions through guidance materials / trainings. You draft improvements and implementation plans for specific ITD expertise in your country program.

  • You assess the local situation and prioritise interventions for maximum results, given the restraints in time and other resources.

  • You improve the quality of the 'input' of the work processes you are working on or with, being local resources (validation), data, materials/tools.

  • You support with hands-on work, new design, advice and also with deliverables, and overcome issues in applying or using them in the country of operation. You monitor the quality of work processes in the country of operation in your area of expertise and ensure the appropriate level is attained, in alignment with OCA's base policies. You safeguard standardization across the country program.

  • Provide inputs in the mission specific ICT, Telecomm, Smartphone etc policies. Make sure the policies are implemented throughout the mission.

  • Ensure that all the relevant ICT and Telecomm information - including policies, SoPs, guidelines, 3A inventories, maintenance planning and related documents are accuratley saved and regulary updated on the mission SharePoint folders. Ensuring accessability and information sharing among all the relevant stakeholders.

  • Timely submission of quality reports on LRS.

  • Ensure regular visits to projects and remain flexible as per operation needs.

Requirements

  • Education: Essential university or technical school diploma, information management, engineering or studies related to the area of specialization

  • Experience: Essential previous experience in ICT (minimum two years). Proven understanding of MSF and INGO Field ICT and Telecommns.

  • Languages: Mission (English), and local (Arabic) language essential

  • Knowledge: ICT, Smartphone and Telecomm, Software and hardware
