Terms of Reference (ToR) for Website & Portal Support

Médecins Sans Frontières/Doctors Without Borders (MSF) is an international independent medical humanitarian organization that provides assistance to people affected by conflicts, epidemics, and natural or human-made disasters and excluded from healthcare. We provide this assistance without discrimination, irrespective of race, religion, creed, or political affiliation.

About MSF Eastern Africa

MSF Eastern Africa is the regional institutional office of MSF. It focuses on representation and networking, recruiting and supporting staff from the region, communications and fundraising, as well as working on other dossiers of importance to MSF such as Diversity, Equity and Inclusion (DEI), Data Protection, mutualization, training, medical operational support and environmental health.

Background and Context

Médecins Sans Frontières (MSF) seeks to engage a qualified service provider to provide technical support, maintenance, and enhancement services for some of its online platforms - websites and portals (msf.or.ke, donate.msf.or.ke, appeal.msf.or.ke, msfeaa.org). This engagement will include performance optimization, security updates, content and SEO improvements, support for minor changes, and implementation of requested enhancements to ensure optimal functionality, user experience, and compliance with industry best practices.

Scope of Work

The engagement will cover the following areas:

  1. One-Time Website & Web Portal Fixes

Web speed optimization

  • Improve page load speeds, particularly for mobile users on both the website and the web portals.
  • Enable image caching and JavaScript caching to enhance performance across devices and platforms.

Sitemap         configuration update

  • Update the sitemap to ensure it includes relevant Kenyan links and removes incorrect South African references.
  • Prioritize Homepage and Blog with a priority of 1, while other pages will be assigned a priority between 0 and 1 based on

importance.

Fix duplicate content issues

  • Implement correct canonical URLs to eliminate duplicate content issues.
  • Ensure search engines index the preferred version of each page across the websites and portals.

Email marketing popup

  • Add a user-friendly pop-up to collect visitor email addresses for marketing purposes.

 

 

 

  • Ensure seamless integration with the existing email marketing system.

Google tag management optimization

  • Audit the four existing Google tags on the website and portals.
  • Optimize and configure the tags properly to eliminate conflicts and ensure accurate tracking.

 

Ongoing support and maintenance

  • Content Management System (CMS) Updates – Ensuring all necessary technical and security updates for Drupal (and other CMS platforms used) are applied to maintain security and performance.
  • Website & Portal Backup Management – Implementing regular backups to prevent data loss.
  • Minor Styling & UI/UX Adjustments – Making small design modifications to improve user experience across websites and portals.
  • Security & Performance Monitoring – Regularly checking for vulnerabilities and optimizing website and portal speed

Change requests  & Enhancements

  • Implementing feature enhancements and improvements based on MSF’s evolving needs.
  • Supporting UI/UX improvements, including layout changes, new sections, or interactive elements across websites and portals.
  • Adding or modifying functionalities as requested by MSF, ensuring seamless integration with existing systems.
  • Consulting on best practices and emerging trends to improve site and portal performance and engagement.

 

Expected Deliverables

The service provider will deliver:

  • A report on initial website and portal fixes and optimizations, including before-and-after performance metrics.
  • A fully functional email marketing popup, tested and integrated with the database.
  • A properly configured Google Tag Manager setup, ensuring error-free tracking.
  • An updated SEO-friendly sitemap submitted to search engines.
  • Regular support reports, covering security updates, backups, and minor changes.
  • Implementation of approved change requests tracked and reported quarterly.

Duration of Engagement

This engagement consists of:

  • Phase 1: Initial Website & Portal Fixes – To be completed within 4 weeks of contract signing.
  • Phase 2: Ongoing Support & Enhancements – A rolling contract for 12 months, with quarterly reports.

Qualification & Experience Requirements

The selected service provider must have:

  • Proven experience in Drupal and other CMS platforms development and maintenance.
  • Expertise in SEO optimization and Google Tag Manager configuration.
  • A strong track record in website and portal performance optimization.
  • Experience implementing email marketing tools and popups.
  • Availability for ongoing support and rapid issue resolution.
  • Proficiency in C#, Laravel, and Python for backend development.
  • Experience with Nuxt.js and React.js, aligning with our target tech stack.

Evaluation Criteria

MSF EA will assess potential service providers based on the following:

  • Preliminary requirements:
    • Provide a copy of your company’s Valid certificate of incorporation.
    • Provide a Copy of VAT/PIN certificate from KRA.
    • Should be a firm with office/operational establishments within Kenya. (ATTACH current business permit)
    • Copy of certificate of confirmation of directors and shareholding (CR12) (issued within the last 6 months to tender opening date)
  • Relevant experience and references from similar clients.
  • CVs of at least 2 developers with the requisite experience.
  • Ability to meet SLAs and flexibility in service provision.

Preparation & Submission of Proposals

Interested service providers should submit their proposals, including:

  • Company profile and relevant experience.
  • CVs of the proposed developers.
  • A competitive hourly rate card for the delivery.
