Accounting Manager/HR Manager

Objective of the Position:

Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission. S/he will be taking the position of HR/Fin in the field alternating with HR/Fin Manager when there is ongoing emergency response. 

Tasks & Responsibilities:

  • Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts,  receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures.
  • Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them
  • Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analysing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes)
  • Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
  • Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people's capabilities
  • Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system
  • When required, briefing all staff involved, on specific accountancy management (CEST, Fin/HR Managers, Logistics Managers, etc).

At capital level :

  • Coordinate and oversee the monthly and yearly closing of accounts and balance sheet, inform the superior about it for its consolidation, with the aim that the statement reflects the financial reality and ensure strict respect of deadlines
  • Ensure compliance to MSF guidelines, standards, policies, and procedures: in particular financial standards and procedures, and engagement of expenditure (purchasing and payment procedures 
  • Responsible for quality and timely accounting: both paper accounting (invoices and receipts, required support documents and proper audit trail), electronic data-entry (encoding in the accounting software), including consolidation and archiving of the accounting journals. 
  • Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
    Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management
  • Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system.
  • Back up for Finance  responsible. 
  • Can be asked to cover a gap in the region for 4-8 weeks

During Emergency Intervention; Alternate role with HR/Fin Manager 

  • Is  Responsible for FIN/HR set-up during Emergency Interventions. S/he being the HR/Fin person at field and evaluate the need for recruitment. 
  • Ensure that the procedures governing money management are properly followed.
  • Is responsible for the financial management  in the emergency location. 
  • When required, briefing all staff involved, on specific accountancy management
  • Planning and supervising Finance and HR processes (recruitment, training/induction, feedback, operational advances).
  • Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank reconciliation) in order to anticipate expenses at project level and to optimize cash needs and its security.
  • Being responsible for all movements and/or accommodation of staff in the Project.
  • Ensuring hiring, amendments and contract termination formalities for employees at the intervention level are according to local labour laws. 
  • Support in the implementation of performance management process for the E-Response team.
  • The position holder may be asked to take up additional duties/ hold another position for purposes of Emergency Intervention

 

 

Qualifications & Requirements:

Education:

  • Degree/advanced diploma in Finance or HR management/administration.
  • Essential solid accountancy training and experience - professional accounting qualification.

Experience

  • Essential, working experience of at least two years in relevant and similar jobs.
  • Desirable working experience with MSF or other NGOs.
  • MSF experience as ACMA ( Accounting Manager )

Knowledge: 

  • Computer literate (MS Office Suite); Homere, Unfiled , Wefin software knowledge 

Skills/ Competences: 

  • Proficiency in accounting software and financial management tools.
  • Strong knowledge of accounting principles, financial reporting, and regulatory compliance.
  • Team leadership and people management
  • Analytical and problem-solving abilities.
  • Attention to detail and accuracy.
  • Strong communication and interpersonal skills.
  • Fluent in English and knowledge of other language is an asset

Language: Proficiency in written and oral English & Kiswahili.
